As upstream author mentioned, in v3 there is no option for selfhosters to have a public instance. Poll creators must login.

It's already possible for anyone to vote in polls.

But at present you can't self-host a site exactly like the main site where people can create a poll without first creating an account. It's not a huge deal really. But it'd be nice if you could if you wanted to.
