I need to pay $2 to have it delisted. I don't remember having to pay to delist an IP. The real question is, if I do pay, will they blacklist my server IP again after a while and then ask for more money each time?

They thought the Hetzner IP (US server) was from iran and had it blocked causing the SMTP issue. I had to reassign new IP to the server and SMTP is working now. On my third attempt, I got one that's not blacklisted anywhere (yet).

The 'power' they have is the initiative they took MANY YEARS ago, maybe even before you were born I don't know lol , to FIGHT SPAM like 30 years ago as it's already become a nightmare. So it's the webmasters all around the world who gave them this 'power'. It's as simple as that.
Have you tried the other way around, like ask Hetzner for another IP address ?

I feel the same. A search led me to a forum where at first it was one user, then more chimed in, where this provider was sending threats to those users when they contacted him. The provider responses to their concerns made sense though. But, it's definitely shady stuff and I don't get how it all works. Like who gave these guys that kinda power to dictate this sorta stuff? Should I even bother with unlisting the IP with this specific DNSBL list?

The worth of a list is based on which mail providers are using those lists to categorize emails. Unfortunately, most email providers won't provide this information since email spam mechanism is now a mafia (sorry, touchy subject for me).
