I suspect all apps should initially be in the "Stopped" state after the reboot.</p>

This seems a bit high but some of the apps take quite a bit of time to start up on very slow servers (discourse, gitlab). We check for health every 10 seconds . So, this is around 120 failed healthchecks.</p>
