Why can't I access my Cloudron server via SSH using the server IP when my DNS is down/blocked/etc?

I guess my overall question is: how (access-wise) resilient are the email, VPN and private communications apps self-hosted via Cloudron... or is their access completely at the mercy of the folks who control the DNS system.

*Background:
Pakistan has shut down internet access to all social media - by blocking DNS - for the last 5-6 days due to political turmoil; India has "banned" 14 hosted encrypted messaging apps - one of which is on Cloudron - by blocking DNS, etc, etc.

I have been running Cloudron for over three years on multiple domains. Two days ago, the domain on which I host my Cloudron dashboard + the other domains/sub-domains on which I host my Cloudron VPN(s)/ Nextcloud(s)/ Matrix/Element(s), email(s), email clients, etc suddenly became inaccessible. The DNS propagation tests for these domains/subdomains showed that their DNS's had not propogated globally and were not resolving. However, for the same domains, where the subdomains were hosting Wordpress, Wiki and Surfer apps, the DNS addresses were resolving globally and these apps remained accessible. I was not able to access the the Cloudron server via by ssh using the server ip because Cloudron design apparently disallows this. This app-access-related problem(s) due to DNS suddenly went away after four hours.*

I wasn't aware of all the recent changes, I have to read up. My primary domain is
.in
ccTld .
