IPv4, NAT, and ISP rules around the world

I remember a post (that I can't find anymore) discussing Cloudron and IPv6 and how folks in India had a lot of trouble becuase there becuase they don't get IPv4 addresses like we do in the US or EU. NAT and port blocks from ISPs also severely hamper running a homelab.

Does anyone have good articles or posts from people talking about this? I'm interested in the disparity here. I don't mean states like North Korea or China that have censorship firewalls or that kind of thing — I mean stuff like NAT, blocking ports, and other things that make running a server at home hard. I can get a VPS for under $5 with a public IPv4 address in the US, what does that look like in other countries? How do hackers in other countries with very few public IPv4s run things (cloudron or not) at home?

This hacker news comment talking about challenges of running p2p services in Asia got me thinking about this.
