This is because it is still unstable and we currently do not promote apps marked as unstable within the new apps section.

you are right, that behavior was changed some time ago and I forgot. Took a fresh look at that new apps filter in the dashboard and apparently the publishedAt field for rallly was not set in the database, which it now is.
