App Updates delayed

Docker Hub has been down since yesterday. https://www.dockerstatus.com/ . App Updates are delayed till the issue is fixed upstream. Note that existing apps continue to work and installation also works fine. Just pushing out new images is the problem.

In addition, we already fallback to quay.io for docker images should docker hub reads also fail.

The registry itself is still up, so we decided to check the images against the registry instead to keep the updates going.
