Cannot make a user admin ("Allow this user to manage the server")

I keep trying to give the Allow this user to manage the server permission to a user, but it never works.

I check this box:

Then save. And it says saved. And then go into and out of the user a couple of times and it is still checked.

So I login as that user to see if I can manage setting etc. And discover that I can't.

So I log back in at the admin, only to discover that that checkbox is unchecked again.

Odd.

Ah, I think it's just not possible, at least according to this:
