It is more by curiosity but why Nextcloud don't have ImageMagick ?

If I have to guess I would say:
1. this library is not really useful and could see as a security of threat

This is resolved in https://git.cloudron.io/cloudron/nextcloud-app/-/issues/80 we are still not very sure about pushing the latest version due to db migration issues.
