Is it not possible to add local users? If I try the page refreshes but the user is not added.

Edit: having checked the logs it seems it may be an issue with LDAP:

PHP Warning: Undefined property: stdClass::$LDAP_FIELD_PASSWORD_CRYPTED in /app/code/htdocs/user/card.php on line 813

On a fresh install, I am able to add internal local users.

@girish Thaks for checking. That's odd then because this is also a fresh install and I even reinstalled it to check.

I resolved this by disabling the LDAP module.

@ccfu How do you disable the LDAP module?
