is it possible to access the app databases with a SQL editor?

My smartphone managed to lock itself out of my Nextcloud, now my own IP is blacklisted, and people have requested a solution for thin in the official forums since 2013 and it seems ultra hard for their devs to get a list with blocked IP's and a button to just delete them.
I don't want to fiddle around with any silly command prompts, so is there any way how i can access my Nextcloud DB with something civilized like PHPmyAdmin like the Windows user I am?
