App won't update, uninstall, recover/restart, etc

I've got a wordpress app that is stuck.

I was able to duplicate it and that version works, but I can't uninstall the old one to replace it at the original subdomain/domain because it's stuck.

it's been getting stuck on adding mysql addons the whole time, even when tearing down...

It seems manually restarting mysql allowed it to get unstuck and finish uninstalling. Perhaps if I'd have tried that before I'd have gotten it up update too.
