On the subject of VPNs, yes for public VPNs, but you can setup your own on a small Hetzner VPS for a couple of £/$/€ a month, and I don't think those IP ranges would be blocked as much. Then there's Tor onion network. As long as we don't quit, all the blocks just inspire more innovations to work around.
