If we can setup email sending limits on an email account or a domain from Admin then that would help control SPAM from a compromised user account.

Ok, I understand that. The case which you're saying is different. If anyhow the user doesn't have access to the Admin and just the user account is compromised then he can send emails from that account only and if admin has setup limits over that then the spammer can't go beyond the limits.
Limits should be setup in any case and should be controlled by Admin.
This is a very important and good feature that needs to be implemented.

Yes, you're right. An admin should have both flexibilities, for example, he can set up limits on an email as well as on a domain whatever he wants is necessary. Setting up limits on the domain will ensure the limits will be applied on all the emails under the domain. So if a domain is allowed 50 emails per day then all the emails of the domain combined will be able to send 50 emails for the day and not higher than that.

My Cloudron APP (Minio) is stuck at:
Restarting - Waiting for a platform to initialize
It was not responding so I restarted it and now it's all stuck at one point. Nothing is working nor the restart of the whole server as well.
