someone else with non-admin users and an annoying "Error migrating update checking setting"

Every time a user logs in with a non-admin role, this message appears for a few seconds. I have had a quick look upstream but have not found any useful information.

Alright with the input from the upstream authors, apparently those non-admin users need to be granted specific permissions, in this case the UISettings permisssions:

I can reproduce this as well, but wasn't able to find anything upstream either so far. For a start I will see if the update checker can be disabled, since we anyways push out updates on our own pace.

Aha so this may be related to the deprecation of PAPERLESS_ENABLE_UPDATE_CHECK as mentioned in https://github.com/paperless-ngx/paperless-ngx/blob/main/docs/configuration.md
