I moved Wekan to another Cloudron and restored from a backup. The new CR doesn't have the same users and since OIDC is the only way to log in to Wekan now, how do you successfully migrate/move all data to the new users?

I figured it out. I changed the DNS back to the original server. I exported the boards that I wanted to a JSON files. Switched DNS back to new server, and then imported those JSONs. During the import, you get asked on how to map the members so I backed out. Relogged into the new Wekan as all the new users so they exist in the new app and then did the import/remapping! Phew!

Edit: cards and tags got imported, but the rules did not.

Users are matched by username, so as long as the usernames match, the data should be already there. Otherwise you may have to contact wekan upstream devs to see if there is a migration path between users.
