Version 12.3.0 delayed due to upstream changes

The OpenProject version 12.3.0 release will need further investigation as they have dropped support for building static assets without a live database connection. This deployment style breaks with Cloudron as we build all assets into an image which then will initialize the database. So at building time, there is no live database available. If we would change our package, then all the build steps would need to move into the app install step, which then depends on external package repos and possible non locked down versions.
Have to see how we can come up with a workaround for that.

Finally I managed to get down to the problem and turns out we need some upstream changes in the long run, but I was able to create a local patch for this release.
