Free Software, Self-Hosted Alternative to Change.org ?

Change.org is a popular website used for gathering signatures for a petition. Though it is available gratis, it is non-Free software.
Does anybody know a self-hosted alternative? Alternativeto.net and libselfhosted seem to have nothing.
