      I have a WP (dev) site that I have in a stopped state and wish to keep it for archiving purposes. I have auto updates disabled and yet, I keep getting a notification (manual update required for xxxx app) in my dashboard.

      The latest updates were applied and auto-updates were disabled before the app was last stopped. It's really annoying to keep seeing that notification each day. Updating the app isn't ideal as it might break something since none of the plugins/theme are being updated.

      Is there anything I can do on my end to stop the persisting notification for this app?

        @humptydumpty possibly a bug. It's supposed to only inform you about an update once. Will investigate.

          This is fixed now. It will only be raised once.
