Problems with new NC 31.01

Installed NC 31 from scratch several times and have the following errors:

• changes in configuration.php get lost after app restart
• when uninstalling Talk app it appears again after Nextcloud restart. .
  Can you confirm that. What can I do?

What is the full path to the configuration.php?
