Change priorities during restoring

When you have quite a few email accounts and many emails inside, restoring takes ages and Cloudron is unavailable during that time.

I suggest to change the order of priorities during restoring. It would be better if the system could be set up first (the email accounts and the apps), and the download of older emails could be a process that runs in the background after this is done as it is not a priority.

Ideally, I could even set the priorities myself, e.g. which app or process is most important for me to be restored ASAP, thus, where downtime is most critical. But the first suggestion might already reduce that issue anyway.
