Extend User Settings options

It would be very convenient to extend/change the current settings (see screenshot) with:
- Allow users to edit their name
- Allow users to edit their Primary email
- Allow users to edit their Recovery email
- Require admin users to setup 2FA
- Require non-admin users to setup 2FA
Reason for me for the first 3 is that I don't want users to edit their name (I discovered LDAP <> Moodle requires firstname lastname), I don't want users to edit their Primary email because it's set to their Cloudron email, but I DO want users to be able to edit their Recovery email as that can change over time.
