Make sendmail optional

This would be useful for throwing up Moodle instances for clients that have their own mail infrastructure. I put a MR up here for @staff too: https://git.cloudron.io/cloudron/moodle-app/-/merge_requests/7
I have a specific use case for it that popped up today but I can imagine it wouldn't do harm to add this for everyone. Surely I am not the only one or wont be the last one with this use case.

Not related to this, but I also pushed a change to php.ini to bump max_input_vars to 5000 as per Moodle's recommendation. Its in the same MR.

@atridad thanks! For the future something like https://git.cloudron.io/cloudron/moodle-app/-/commit/adba186ab78a543727bcc4457b1c6793d72c1e35 is also needed to make sendmail optional.
