How do you create app links in 9.0.7?

When navigating to apps in 9.0.7 I don't see any way to add an app link.
I have looked at the documentation and it is only showing how to edit app links.
I tried searching the forums for app links and didn't turn on something obvious indicating they were deprecated, are they still supported and if so how do I add them?
