Update with Stronger Parental Controls and New IG Importer

Hi all - I know dansup doesn't do releases like he should, but the main branch (he calls it dev) has some great new features I'd like to incorporate. Could we bump the versions?

He mentioned once upon a time that Dev is stable, which is definitely weird. Notice he's pulling in from 'staging' pretty frequently. I'd go with the latest one of those?

This fixes an issue caused by an update Pixelfed to 0.11.11.
