Update Castopod to 1.13

Seems like it's not blocked anymore. 1.13.0 looks good to go.

@nateritter we have to wait for new upstream release since we do not know state of main/master branch

main/master is being used for a new major version v2. The current 1.12.11 and other minor releases are coming off of develop.

Any thoughts on updating this to use the develop branch? I'd love to get the new features of 1.13

Guys, v 1.13 has been out on develop for quite some time. As mentioned, the v2 is on the main branch, so can we get an update out the door? I need this release.

@nateritter Good catch, for some reason the 1.13 package is not published. Investigating.

I applied a patch manually and made a new package.
