Bug: FTP uploads don't upload as expected.

This seems to be a regression.

It looks like a permissions/ownership issue, as any new uploads don't appear publically until their permissions/ownership are set to the same as they appear to be 'cloudron'.

@robi Uploaded a few files via SFTP and they do have the 'cloudron' permission and immediately appear in public listing as well. Maybe the public nature is somehow also related to https://forum.cloudron.io/topic/5373/bug-unable-to-serve-files-publically
