The Dockerfile indicates it uses ioncube and an orangehrm tgz from sourceforge.

Note: the dockerfile also lists an email contact for one of their devs, who can be a good contact for help packaging it for Cloudron.

Take my upvote! Dolibarr and ERPNext could be alternatives but OrangeHRM is focused on HR management only.
