How to troubleshoot networking?

Our VDS Host contabo currently has network issues. Lot of package loss on their route.
I tested it with MTR inbound to my server.Is there also a way to debug network from the server outbound? MTR is not installed in cloudron. Don't know whether one should install other apps on the root shell in parallel to cloudron - or better not?
