Shibboleth Web login error: "Unable to resolve outbound message endpoint for relying party "

Hello everybody ,
when i try to connect online via the Shibboleth Login , i get this error from the idp-process.log.
I use OpenLDAP:

Profile Action PopulateBindingAndEndpointContexts: Unable to resolve outbound message endpoint for relying party 'http://172.16.98.98/shibboleth': EndpointCriterion [type={urn:oasis:n
proceed event occurred while processing the request: EndpointResolutionFailed.

Please Help me.

@nebulon im using moodle , jetty and shibboleth IDP 4 and Openldap . All of them are installed and configured. and i try a connection to moodle with Shibboleth Authentication but i get this error: Unable to resolve outbound message endpoint for relying party
.
Where is the error?

@sonia let me asked another question. How did you enable the shibboleth Plugin in moodle? When I clicked on
nothing happens.
