Can't select user/ group visibility of external app link

I'm trying to add an external app link, but it's not possible to select any users or groups:

Turns out, after installing it, I was able to edit it and then select users or groups, just not during install.

@girish Hopefully that's coming out before the weekend here for beta, it's been a long time coming, been waiting for those fixes for a while now.
