    I wonder if this is what OP was experiencing. I first thought it was a bug, too. Basically, there is a window within which the apps are displayed, and trying to scroll outside this invisible box results in no scrolling. I've done this assuming that the entire browser window, with the centered apps, will scroll from anywhere. Move the mouse more directly over the apps and suddenly you can scroll. I've included a movie screenshot.

    Eventually most people will figure this out, but even I, a long time user, sometimes find myself with my mouse way over to one side trying to make the App Store scroll, nothing happens, and I then remember to move my mouse over the actual images of the App Store, and THEN the scroll bar is visible.

    My browser window is usually quite wide; about 1880px right now.

      Is this on Safari? On Firefox, I guess because I see the scrollbar indicator, I have not faced this.

        D'oh. How could I forget to say which browser!? It's Chrome (Version 121.0.6167.85 (Official Build) (x86_64)), on a Mac.

          Thanks. I guess Chrome on Mac hides scrollbars. On linux, it appears.
