bug report: "finish setup" when restoring from a backup - no setup needed

When installing a new Cloudron version 10.0.3 and restoring from a backup, the following happens:
I did a server migration to Ubuntu 26.04 using the restore feature on a fresh install. This worked well but I just realised that when I ssh into the server its giving me the banner to log into the server to set it up. Its as if the restore process didn't complete correctly or the restore process didn't update the banner on successful completion. From my point of view all apps are up and working properly so I think this is a cosmetic issue only.
Although the user made the conclusion this has happened because he upgraded his server to Ubuntu 26.04 LTS, this happened to me a few days earlier on a new Ubuntu 24.04 LTS system as well.
I suggest we spend some time digging into it before we have a lot of people restoring to a new machine and might getting confused.
