I created a new user in Cloudron, and that user can't login to my Riot install. Does riot use Cloudron LDAP or does it do it's own user management?

@will by default it uses whatever is available on the Matrix app - in this case it's LDAP. Make sure the user is a part of an allowed group on Matrix's Access Control tab:

is it possible to install matrix synapse without cloudron user management ?

            usually this is option :
"Leave user management to the app"

@xavierl You practically can. Just grant no Cloudron users access to it while also enabling open registration in the Matrix app internal settings.
