Looks like they are trying to figure out the business model.

Someone (not a RustDesk dev, but someone who is aware of what's being done) replied:

Rustdesk Client - AGPL-3.0
Rustdesk Server - AGPL-3.0
The API (addressbook etc) hasnt been released yet so whether its opensource or not it wouldnt stop anything, also there are afew opensource addressbooks being worked on

I also spotted they have docs for self-hosting here:

OK I have installed this on a separate server - it was super easy with Docker. I did not do the "pro" version, just the OSS. The only "downside" is that you have to send a text file with ServerID (IP address) and Key (which you can get from the docker log easily). The performance is awesome - if this was Cloudron it would be amazing. Please !

Avoid this notorious fork of RustDesk please, it (hoptodesk) just changed the name and logo, and with an ugly webrtc tcp relay. Their main update is regular syncing code from RustDesk monthly. Never fix any bug or donate any feature. Ridiculous project, just like a parasite, shame of open source.
